Exclusive: EU likely to fine Microsoft by April - sources

BRUSSELS (Reuters) - EU competition regulators plan to fine Microsoft before the end of March in a case tied to the U.S. software giant's antitrust battle in Europe more than a decade ago, two people familiar with the matter said on Thursday.

The European Commission had accused Microsoft in October last year of breaking a promise to offer European consumers a choice of rival browsers in the previous version of its Windows operating system.

The company made the pledge in 2009 to settle an EU antitrust investigation and stave off a penalty that could have been as much as 10 percent of its global revenue.

"The Commission is planning to fine Microsoft before the Easter break," one of the sources said, adding that it is possible that procedural issues could push back the decision.

The size of the fine could be significant because this is the second time that Microsoft has failed to comply with an EU order.

The spokesman for competition policy at the Commission, Antoine Colombani, declined to comment.

The Commission has sanctioned Microsoft to the tune of 1.6 billion euros ($2.1 billion) to date for not providing data at fair prices to rivals, requiring software developers to create products to work with its products, and for tying its media player to its operating system.

The EU antitrust authority has said that the latest offence occurred between February 2011 and July 2012. Microsoft has blamed it on a technical error, saying that it has since tightened internal procedures to avoid a repeat.

Microsoft's share of the European browser market has roughly halved since 2008 to 24 percent in January, below the 35 percent held by Google's Chrome and Mozilla's 29 percent share, according to Web traffic analysis company StatCounter. ($1 = 0.7649 euros)

Common wisdom would suggest that executives talk up their existing device lines to keep customers buying until the next generation is ready. Leave it to Google CFO Patrick Pichette to think outside the box, if not necessarily for the better. He told guests at the Morgan Stanley Technology Conference that the current roster, while good, doesn't "'wow' by Google standards" -- it reflects the 18-month device pipeline that fell in Google's lap when it acquired Motorola last year. As such, we won't see the full fruits of collaboration until Google has owned Motorola for long enough to put its own spin on products. While the remarks stoke the fires of anticipation for any future flagships, they may have unintentionally produced an Osborne Effect: however advanced Motorola's phones will be in the near term, customers may still have the nagging suspicion that something better is just around the corner.

Sanctions relief offered in Iranian nuclear talks

ALMATY, Kazakhstan (AP) ? World powers, fearful of scuttling negotiations beginning this week with Iran, are offering the Islamic republic some small new sanctions relief in return for curbing its nuclear program. But officials warned Monday that it's unlikely that any compromise will be reached soon.

Negotiators set low expectations for the latest round of high-level diplomatic talks to begin Tuesday in Kazakhstan's largest city ? the first since last June's meeting in Moscow that threatened to derail delicate efforts to convince Iran to stop enriching uranium to a level close to that used for nuclear warheads.

The stakes couldn't be higher: the Obama administration is pushing for diplomacy to solve the impasse but has not ruled out the possibility of military intervention in Iran to prevent it from acquiring a nuclear weapon. And Israel has threatened it will use all means to stop Iran from being able to build a bomb, potentially as soon as this summer, raising the specter of a possible Mideast war.

Tehran maintains it is enriching uranium only to make reactor fuel and medical isotopes, and insists it has a right to do so under international law. It has signaled it does not intend to stop, despite harsh international sanctions on its oil and financial sectors, and U.N. nuclear inspectors last week confirmed Iran has begun a major upgrade of its program at the country's main uranium enrichment site.

The clerical regime's refusal frustrates the international community, which has responded by slapping Iran with a host of economic sanctions that U.S. officials said have, among other things, cut the nation's daily oil output by 1 million barrels and slashed its employment rate. But, in a twist, negotiators now hope that easing some of the sanctions will make Tehran more agreeable to halting production of 20 percent enriched uranium ? the highest grade of enrichment that Iran has acknowledged and one that experts say could be turned into warhead grade in a matter of months.

Negotiators from the six world powers ? United States, Russia, China, Britain, France and Germany ? also want Iran to suspend enrichment in its underground Fordo nuclear facility, and to ship its stockpile of high-grade uranium out of the country.

"We are pleased that they have come together for talks because it's been eight months since Moscow. We wanted to come together for talks earlier than this," said Michael Mann, spokesman for EU foreign policy chief Catherine Ashton, who is leading the negotiations. "What's important to us is that they engage in these negotiations and take seriously what we've put on the table.

"No one is expecting everyone to walk out of here with a deal, but if we can have some forward momentum and they can show a willingness to take a confidence-building step, that's very important," Mann told reporters on Monday. He described the world powers' newest gambit as "a good offer" but declined to say what it would include.

A senior U.S. official at the talks said some sanctions relief would be part of the offer to Iran but also refused to detail it. The new relief is part of a package that the U.S. official said included "substantive changes ? whether you'd call them super-substantial, I'll leave to history." The official acknowledged reports earlier this month that sanctions would be eased to allow Iran's gold trade to progress, but would neither confirm nor deny they are included in the new relief offer, and spoke only on condition of anonymity to discuss the sensitive diplomatic talks more candidly.

The senior U.S. official also noted the possibility that Iran would face new pressures if it fails to comply with international concerns. That could include toughening the impact of the sanctions already in place by enforcing them more strictly, or imposing new sanctions altogether as Iran moves forward with its program.

Western powers have hoped that the Iranian public would suffer under sanctions so badly that the government would feel a moral obligation to slow its nuclear program. The U.S. official attributed the decline in Iranian currency, the rial, and the decrease in oil production to Western sanctions.

Iran has been unimpressed with earlier offers by the powers to provide it with medical isotopes and lift sanctions on spare parts for civilian airliners, and new bargaining chips that Tehran sees as minor are likely to be snubbed as well. Iran insists, as a starting point, that world powers must recognize the republic's right to enrich uranium.

In a sign that Tehran is in no hurry to reach a compromise, Iran's foreign minister has no plans to meet with officials of the International Atomic Energy Agency Tuesday when he visits Vienna to attend an unrelated conference. Diplomats in Vienna suggested the decision by Foreign Minister Ali Akbar Salehi reflects a deadlock on the agency's attempts to probe Tehran's atomic work. IAEA officials recently suggested related talks needed to pause after dragging on without results. The diplomats demanded anonymity because their information was confidential.

Still, last week, Salehi spokesman Ramin Mehmanparast said the Almaty talks could provide an important opportunity so long as the two sides were dealing with each other as equals and making offers of "same level, same weight."

"We will offer ways for removing possible concerns and ambiguities to show our goodwill, if Western countries, especially the U.S., fully recognize the nuclear rights of countries, which shows their goodwill," Mehmanparast told reporters in Tehran.

In London, Secretary of State John Kerry said an Iran with nuclear weapons was "simply unacceptable" and warned the time limit for a diplomatic solution was running out.

"As we have repeatedly made clear, the window for a diplomatic solution simply cannot remain open forever," said Kerry, on his first international tour as America's top diplomat. "But it is open today. It is open now and there is still time, but there is only time if Iran makes the decision to come to the table and to negotiate in good faith. We are prepared to negotiate in good faith, in mutual respect, in an effort to avoid whatever terrible consequences could follow failure and so the choice really is in the hands of the Iranians. And we hope they will make the right choice."

An analysis released Monday by the International Crisis Group concluded that the web of international sanctions have become so entrenched in Iran's political and economic systems that they cannot be easily lifted piece-by-piece. It found that Tehran's clerical regime has begun adapting its policy to the sanctions, despite their crippling effect on the Iranian public. Doing so, the analysis concluded, has divided the public's anger "between a regime viewed as incompetent and an outside world seen as uncaring."

"As far as Iran is concerned, it is too late to reverse course. The massive sanctions regime is in place, warts and all, and not about to be removed," the analysis concluded. It recommended that the world powers "devise a package of incentives, including some less than complete degree of relief, that is politically as well as legally achievable and that genuinely addresses Iranian concerns."

Several diplomats in Almaty said any major breakthrough in the negotiations likely won't come until after Iran's presidential elections in June ? especially if the world powers refuse to offer anything that Tehran can use to show as some kind of major concession by the West.

Any serious music fan would agree that there is nothing more disappointing than being shut out of a live show from a lack of tickets and venue space. The inextinguishable activity of scalpers, enthusiasm of pre-sale fanatics, and other special offers ?all these conditions make getting access to any concert like a race with a ?survival of the fittest? type mentality.

This being said, the thought of such almost makes the internet and digital streaming the perfect solution, as they offer ?infinite? audience space! A concept not likely to stay untapped for very long, creatives in the entertainment and music industries began taking to this idea and forming companies focused on broadcasting shows, either for free or for reasonable prices, for which consumers can pay online.

EVNTLIVE, a standalone concert streaming service, is another newcomer to the live streaming market and although it is far from the first of its kind, its co-founders, David Carrico, Alex Beckman, and Jonathan Beckman, along with an experienced team of high profile investors, (Troy Carter (CEO of Atom Factory), Yogen Dalai (Mayfield Fund partner) amid many others), believe there are still plenty of angles either unused or under utilized by existing players that will bring EVNTLIVE to the forefront of the digital concert and social music experience. The company has been in planning and development for over a year and is presently in beta launch, due to officially launch in the next few months.

David Carrico and business veteran Judy Estrin, the latter who is the Executive Chair of EVNTLIVE, chatted with me about their vision for the company and some of their thoughts on the general landscape of the music industry.?

SoundCtrl: First off, I would like to say congratulations on everything you have managed to put together for the imminent launch of EVNTLIVE. It is clearly difficult to penetrate most facets of the music business in general and you two have prepared a solid staff and strong business objective in a relatively fresh entertainment segment ?and there aren?t as many of those left these days!

Given that one of the major, and immediately noticeable, benefits to home streaming is ?infinite seating,? I am curious as to whether there is a personal experience for either of you, that prompted pursuing this business model. Are you currently, or were you previously, frustrated by the physical limitations of live music ? or was this an idea born simply out of wanting to expand the industry for the sake of creative change?

David: I spent several years running a boutique music management firm, and my experience on the road showed me both how tiring and costly touring can be for artists and how many fans in different parts of the world deeply desire to see an act but are unable to gain access to that experience for any number of reasons. With artist?s revenue streams dwindling in other categories we saw a real opportunity to create a newfound source of capital infusion from the monetization of streaming live concerts on the web. My co-founders and I are all passionate about live music and as our lives have gotten busier we have realized that we can?t attend as many shows as we would like ? EVNTLIVE is the service we wanted to exist.

SoundCtrl: Clearly, as is evident by EVNTLIVE?s wide offering objective of live music, archived content, real time social interaction and show background information, you have confidence EVNTLIVE will not plateau for users at simply, ?watch concert and leave site.? Still, as broad as this list of offerings is, do you feel maybe there is some potential for a double edged sword to form in expanding the live music segment through a concept that takes the very idea of ?live and in-person? out of the picture ?much like the continuous appeal of services like Instagram, that promote digital sharing and widening connections but, when appreciated in excess, almost disconnect people from being in the real present?

David: At EVNTLIVE we believe that there is no replacement for going to a live concert. Attending a live music performance for me personally is a social, communal, and sometimes spiritual experience. We have no intention of replacing that experience. Instead we we?re creating an online concert venue that offers the best user interface possible for individuals who can?t access the show in person. By creating a virtual social conversation, merch booth, and giving the user access to the story behind the show, we?re creating content that provides a unique look into an intimate performance experience but, we don?t believe it will ever replace the feeling of being in the front row with your friends around you feeling the vibrations of the music.

SoundCtrl: The both of you have quite the track records and impressive business ?resumes.? What are some, if any, of the specific facets to your previous business experiences that you have applied to the creation and fine tuning of EVNTLIVE?

Judy: Being involved in the creation of EVNTLIVE has leveraged many facets of my career.? Recruiting top engineers, developing large scalable systems, video streaming, building new companies, evangelizing new technologies; building business models to create new markets all draw from my entrepreneurial experience in starting seven companies. My board seats, especially, being a member of the board of directors of The Walt Disney Company has given me an understanding of the entertainment industry, digital media, copyright licensing issues and consumer marketing that are all critical to the success of EVNTLIVE.

SoundCtrl: Let?s say EVNTLIVE catches on with vigor in post-launch. As I stated earlier, limitless seating is a big part of live streaming appeal. High profile artists like Lady Gaga for example, sell out even the biggest of arenas with no hard effort needed, so being able to ?expand the arena? would be perfect for die hard fans that get left out of the ticket line. This being the hypothetical case, can you talk at all about how EVNTLIVE plans to deal with the topic of technical overload, which can be a common problem with any digital stream?

David: A key asset of the company is the depth of our technical team that has years of experience developing large scale systems and infrastructure. We have not taken the approach of rushing a system to market with the notion that we can fix it later? we have invested the time and resources in building a service that can scale to meet the demands of the most popular artists.

SoundCtrl: Simply put, after launch, what kind of a music consuming world do you see EVNTLIVE existing in, even just five years down the line, and what will its place in that world be like?

David: Looking out five years, we hope to see the worlds of physical and online concerts coexisting as a standard way of doing business in the music industry.? The fan experience online will become increasingly interactive as we leverage new technologies. We see promise in 3D and 360 degree interactive filming as well as new ways of viewing from large screens to wearable devices. All of these advances add new connectivity for fans to interact with each-other and the artists they love. We would love to be the premier destination site leading the market in providing ever improving fan experiences and ever growing revenue streams for artists.

SoundCtrl: As a last creative question, I am wondering if you would ever consider partnering with an audio hardware company ? more specifically, the speaker market. If someone loves music overall and they know they cannot get to every single concert they want to see in person, although still not ?the real thing,?? the experience could be further emulated with a combined high quality audio and visual experience. Any thoughts?

Judy: We?re very interested in forming relationships with a variety of partners. Whether that be audio hardware or perhaps device makers, we think EVNTLIVE has the potential to find synergies with many existing brands that make up the backbone of the music world.

Colbert Out Of Character: Comedian Drops Act To Promote Sister For Congress (VIDEO)

Stephen Colbert has been hitting the campaign trail this week for his sister, Elizabeth Colbert Busch, who is running for South Carolina's 1st Congressional District. At a bowling alley stump speech this weekend, the comedian dropped character to give his heartfelt endorsement to Colbert Busch, whom he affectionately called "Lulu." The glimpse into the real Stephen Colbert (as opposed to "Stephen Colbert") was a rare treat for the audience, and made its way to the Internet thanks to a YouTube user who attended.

Colbert began the speech by telling the audience, "Some of you may know that I have a television show and not only am I Stephen Colbert, but I play one on TV." Amid laughter, he became serious and said he had "never actually supported any candidate before."

"Now obviously Lulu is my sister," he said. "And if I did not support her, my mother would be very mad."

He earnestly described Colbert Busch as a tough, hardworking woman who had made her own way in life.

Colbert said his sister's most important characteristic is that unlike many current politicians in Washington, "she's sane!"

Colbert took the last few moments of his speech to take a jab at House Republicans refusing to vote on the Violence Against Women Act:

"The Republican-controlled House of Representatives can't seem to bring themselves to even bring the Violence Against Women Act up for a vote! Evidently, violence against women is too controversial a subject for them to take a stand on. We need more women and more sensible legislators in Washington."

"I am so proud to endorse my sister, Elizabeth Colbert Busch, the next representative of South Carolina's 1st District," he concluded.

Colbert Busch is a favorite for the Democratic primary in March.

HP Revives Its Tablet Strategy With a New Slate

HP, battered by its previous forays into the tablet category, tried again Monday with its announcement of a new 7-inch Android tablet, the HP Slate 7, at the Mobile World Congress in Barcelona. The device will be available in April for $169. The company's previous tries at tablet devices -- and mobile operating systems -- have landed with loud thuds in the marketplace.

(AP) ? Pope Benedict XVI gave his pontificate's final Sunday blessing from his studio window to the cheers of tens of thousands of people packing St. Peter's Square, but sought to reassure the faithful that he wasn't abandoning the church by retiring to spend his final years in prayer.

The 85-year-old Benedict is stepping down on Thursday evening, the first pope to do so in 600 years, after saying he no longer has the mental or physical strength to lead the world's 1.2 billion Catholics.

But while he has lately looked tired and frail, the crowd filling the cobblestone square seemed to energize him, and he spoke in a clear, strong voice, repeatedly thanking the faithful for their closeness and affection as they interrupted him, again and again, with applause and cheers. Police estimated some 100,000 people turned out.

Benedict told the crowd that God is calling him to dedicate himself "even more to prayer and meditation," which he will do in a secluded monastery being renovated for him on the grounds behind Vatican City's ancient walls.

"But this doesn't mean abandoning the church," he said, as many in the crowd looked sad at his departure from regular view. "On the contrary, if God asks me, this is because I can continue to serve it (the church) with the same dedication and the same love which I have tried to do so until now, but in a way more suitable to my age and to my strength."

The phrase "tried to" was the pope's adlibbed addition to his prepared text.

Benedict has one more public appearance, a Wednesday general audience in St. Peter's Square.

Benedict smiled at the crowd after an aide parted the white curtain at his window, telling the people, "thank you for your affection."

Heavy rain had been forecast for Rome, and some drizzle dampened the square earlier in the morning. But when Benedict appeared, to the peal of church bells as the clock struck noon, blue sky crept through the clouds.

"We thank God for the sun he has given us," the pope said, sounding cheerful.

As cheers continued in the crowd, the pontiff simply turned away from the window and stepped back down into apartment, which he will leave on Thursday, taking a helicopter to the Vatican summer residence in the hills outside Rome while he waits for the monastery to be ready.

A child in the crowd held up a sign on a yellow placard, written in Italian, "You are not alone, I'm with you." Other admirers held homemade signs, saying "Grazie."

No date has yet been set for the start of the conclave of cardinals, who will vote in secret to elect Benedict's successor.

One Italian in the crowd seemed to be doing a little campaigning, hoisting a sign which mentioned the name of two Italian cardinals considered by observers to be potential contenders in the selection of the next pontiff.

Flags in the crowd represented many nations, with a large number from Brazil.

The cardinals in the conclave will have to decide whether it's time to look outside of Europe for a pope.

Missouri Powerball winners live modestly, give back to hometown

CAMDEN POINT, Missouri (Reuters) - Three months after winning half of the biggest Powerball lottery jackpot in U.S. history, Mark Hill still meets friends for morning coffee at a local convenience store.

And that Camaro sports car Hill considered buying with his winnings? He got a pick-up truck instead.

While some lottery winners fritter away their fortunes or meet tragic ends, not much has outwardly changed for Mark and Cindy Hill since they won half of a $587 million Powerball jackpot in November. They netted $136.5 million in a lump-sum payment after taxes.

"They are very conservative people," said Walt Stubbs, a friend and former high school classmate of the Hills. "They are doing some really nice things for the community and they've taken care of their family."

The Hills are giving money to civic projects in Mark Hill's hometown of Camden Point, Missouri, and still live in nearby Dearborn, Missouri, as they did before winning the jackpot.

The Hills will pay for a new Camden Point fire station and ball field and gave the town more than $50,000 to buy land for a new sewage treatment plant that will eventually allow residents to give up individual septic tanks, Mayor Kevin Boydston said.

"I've said all along that these lottery winnings could not have gone to a better couple," Boydston said. "They are giving back to the community, just like they said they would."

Camden Point has fewer than 500 residents and is wedged into hills in a rural area about 30 miles north of Kansas City. Its downtown has a series of mostly empty brick buildings.

Stubbs, chief of the area's volunteer fire department, said the new station is planned to connect directly to main roads, a major improvement on the current fire hall, which does not have quick access to highways.

"It's a situation where if we had to do it ourselves, it would take 25 years," Stubbs said.

The winning couple graduated from North Platte High School in Dearborn and have donated to a scholarship fund at that school.

The Hills, in their early 50s, told reporters at a news conference after winning the lottery they would stay in the area and give a lot of the money away. Mark Hill quit his job as a mechanic. Cindy Hill was out of work at the time.

"I'm real proud of them," said Shirley Hill, Mark Hill's mother. "They have stayed grounded. That's their nature."

WINNING CAN BE A BURDEN

History is replete with lottery winners whose lives have gone sour after becoming rich.

The National Endowment for Financial Education cites research estimating that 70 percent of people who suddenly receive a large sum of money will lose it within a few years.

In 2002, Jack Whittaker - already a millionaire - won $315 million in a lottery in West Virginia. Just four years later he claimed to be broke. Whittaker gave away millions of dollars, but people also stole hundreds of thousands of dollars from him and he lost a granddaughter to a drug overdose.

Last year, Urooj Khan died just two months after winning $1 million in the Illinois lottery, from what initially appeared to be natural causes. Toxicology tests run at a relative's request found cyanide poisoning. Police are now investigating his death as a homicide.

Maintaining a stable life such as the Hills are attempting is difficult, said Don McNay, author of "Life Lessons from the Lottery" who has studied winners of big money for 30 years.

"They are beyond exception," McNay said.

Most ordinary people who come into large sums of money become victims of their own lack of financial savvy or discipline, McNay said. People also come under great pressure from friends, relatives and a host of others wanting money.

Missouri Lottery spokeswoman Susan Goedde said the vast majority of lottery winners from the state were "doing great" and if they were good money managers before, they would be after.

"Circumstances may change, they may not work anymore and they have the freedom to travel," Goedde said. "But if they clipped coupons before winning the lottery, they will do it after winning."

Best apps to help you prepare your taxes

Question: I'm getting ready to do my taxes soon and would like to know if there are any good mobile apps or websites that will make this less painful and stressful (besides the obvious tax prep tools, of course). Help me get all the stuff I need organized!

Answer: Ah, tax season. Just the thought of it gives some of us headaches. The good news is there are lots of free and inexpensive apps and tools that can greatly simplify this awful process, from getting organized to filing your return. Here's what we recommend.

Get your tax documents in order

If you have an uncomplicated return (one W2, for example, and take the standard deduction), congratulations: You don't have to worry much about organizing your tax records. For everyone else, though, managing the piles of receipts and other documents is a big part of the pain. Several apps can help with that.

Evernote: The Swiss Army knife of note taking and capture tools, Evernote excels at keeping your documents categorized into notebooks. You can set up a tax notebook and then either sub-notebooks or tags for different categories like income statements, interest earned, charitable contributions, and the like. Combine Evernote with compact scanner Doxie or ScanSnap, and you can quickly file your receipts in Evernote. Another strategy is to use webapp automation serviceIFTTT to automatically send any emails you tag in Gmail with a tax label to your Evernote tax notebook. Handy!

Shoeboxed: If scanning and managing all those papers isn't your thing, take a look at receipt scanning solution Shoeboxed. As we've previously mentioned, you can mail, email, or upload your receipts to Shoeboxed and they'll OCR and categorize the documents for you. You can export those receipts to popular tax programs, as well as Evernote, and mobile apps are available. A free account lets you store 5 documents per month, while premium plans starting at $9.95 give you more capacity.

Slice: Slice is a brilliant receipt and package tracking webapp and mobile app. It scans your Gmail for receipts and gives you an overview of your entire purchase history. Last year, I used the convenient listing to find tax-deductible receipts I had forgotten about.

Expensify (pictured right): If you can take deductible expenses like car mileage and meals and entertainment expenses when you travel for business, Expensify has your back. The mobile apps and web receipts extension capture all those stray receipts and attachments and can turn them into IRS-approved eReceipts. It's a great app for independent contractors.

Your personal finance program and financial accounts: Of course, don't forget to consult your personal finance tool, such as popular Mint or Quicken to see spending by category and find all those deductible expenses. Both can port your information to TurboTax.

Also, your year-end statements from your credit card or bank can also come in handy if you're hunting down your tax-related expenses. (American Express has an awesome searchable and sortable view of statements by category.)

TaxCaster by TurboTax (pictured right): Want a sneak peek at how much of a refund (or tax bill) you'll get this year? This free tax refund calculator will estimate your taxes based on your quick inputs. It's available online, for Android, and for iOS.

Bloomberg BNA Quick Tax Reference: This app for Android,iPhone, and BlackBerry gives you instant access to tax rates and other handy information, such as IRA limits, mileage rates, and more. It's developed for financial professionals, but also offers useful tools like quickly calculating your total tax.

TaxACT Central: A companion app to the popular, free tax filing service, TaxACT Central can answer your tax questions and keep you organized, with a convenient checklist of what you need to file. You don't have to use TaxACT for filing to make use of the Android or iPhone app.

File your taxes and monitor your refund

We generally recommend going to a tax professional unless you have a very simple return. If yours isn't complicated, though, mobile and desktop apps can streamline filing your return and tracking your refund.

TurboTax SnapTax (pictured right): You can file your taxes in as little as ten minutes using this simple Android and iPhone app. Snap a photo of your W2, answer a few questions, and file right from the phone or online. (Isn't the future great?) This app is only for those who: make under $100,000 ($120,000 if married); only have W2, interest, or unemployment income; and don't own a home. Free to try, but $24.99 to file both federal and state.

H&R Block also offers mobile tax apps. The 1040EZ for Smartphone prepares your simple federal and state returns for free on Android and iPhone. There's also a iPad app not limited to 1040EZ returns, with free federal filing for simple returns and an additional fee for state filing.

Of course, both of these tax services (and many others) have desktop and/or webapps. Not all tax preparation software will give you the same results, though.ConsumerSearch has rounded up reviews of the top four tax prep applications, and Get Rich Slowly has an excellent (yet older) price comparison of these solutions and services.

IRS2Go: From Uncle Sam himself, IRS2Go doesn't let you file taxes from the Android oriPhone apps, but you can check the status of your refund, get tax law updates, request a copy of your tax records in the mail, and watch IRS YouTube videos. (Perhaps not the most exciting download, but we are talking about the IRS and taxes here.)

Grab these apps and put them in a new tax organization folder and you'll be set for this tax season and beyond.

EU drafts plans for offshore oil spills

BRUSSELS, Feb. 22 (UPI) -- The European Union said it was taking a lessons-learned approach from the 2010 Gulf of Mexico oil spilt in drafting its own offshore safety rules.

The European Union proposed legislation that would require oil and natural gas companies to submit emergency response plans and potential hazard reports before being given a license to drill offshore.

Belgian lawmaker Ivo Belet said the European Union needs policies that reflect safety concerns that grew out of the Deepwater Horizon spill in the Gulf of Mexico.

"Europe learned its lessons from the Deepwater Horizon catastrophe and wants to reduce the risks of offshore oil and gas drilling to a minimum," he said in a statement. "The previous directive is nearly 20 years old and does not guarantee the safety of offshore drilling operations in an adequate manner."

Eleven rig workers died when a well blowout sparked an explosion that sank the Deepwater Horizon platform in the Gulf of Mexico. The deep-water well failure led to one of the worst offshore oil spills in history.

BP and rig owner Transocean have agreed to pay billions of dollars to settle legal claims from the spill.

The proposed EU legislation would require energy companies to provide evidence that have the means to cover any potential liability related to offshore oil and gas operations.

EU members, under the proposed rules, would be called on to prepare emergency plans to respond to incidents in their territorial waters. Member states with few offshore reserves or landlocked countries need only limited provisions.

The measure goes before an EU energy committee for a vote next month.
